[kde-doc-english] Accesskeys in documentation

Hi,
The attached patch against kdelibs/kdoctools/customization adds accesskeys for 
"Up" and "Home" to the HTML output, both for KDE default and the online 
style. They appear to work here with Konqueror and Mozilla, but if anyone 
else could test them further, I'd be grateful.
