That file is in CVS in:
kdegraphics/doc/kpaint/index.docbook

You can also fetch it from http://webcvs.kde.org

However, just a few days ago, the author of the app 'kolourpaint' asked about 
moving that to kdegraphics, and replacing kpaint with it.  That may render 
this bug obsolete.

Kolourpaint  currently has no documentation, in fact, that's one of the things 
that was left hanging about importing it to kdegraphics.  It's rather 
different in layout to KPaint, but, if KPaint is being removed, perhaps using 
the kpaint manual as a basis to start on a new Kolourpaint one would be an 
interesting task for you?  There's plenty of help available here, 

I'll try to get a solid answer what is going on here, and let you know 
(hopefully sooner, rather than later)
