Should be completely rewritten.

You can turn off (or on) all sounds at once, for all installed applications, 
with the <guibutton>Enable All Sounds</guibutton> or <guibutton>Disable All 
Sounds</guibutton> Button. Which of these you see depends on the current 
status.
