"effect" in this context is a noun (just to add to the confusion, it can also 
be a verb but has a different meaning).

"affect" is a verb - think of the opposite: "Qt options have an effect on 
Konsole" - you can't have "an affect". It could also be written: "Qt options 
do not affect Konsole". Here it is correct because it's being used as a verb.
