It does already (if it's not doing that, it's a bug, coolo implemented it ages 
ago.)

However, I personally feel that it's important for the user to distinguish 
between "There is no documentation because it didn't get installed, something 
is wrong" and "There is no documentation, but only because we didn't write it 
yet".  KHelpcenter's built in function to say there is no documentation 
points to resources to fix the first option, and the stub documents I put in 
place point out how the reader can help to rectify the second.
