Lauri,

I don't think that such a semi-freeze for documentation, distinguishing 
between the technical changes and the factual changes is really necessary :

o It is very easy to clean a fuzzy when the translator notices that the 
change does not have consequences for the translation, what takes time is to 
translate the factual changes. In fact, as a translator I would be happy if 
all changes would be technical only ;-).

o If a translation team does not keep up to date cleaning the fuzzies in the 
po's for documentation, the docbook files don't get lost. As a consequence, 
not updating the translation or not merging the technical changes have the 
same impact on what the end user sees: nothing ;-).
