Can someone please explain the function of the markup in this message?

i18n( "<b></b>Fixate (Finalize) the disk after writing the tracks. This may be 
used to create an audio disk in stages. You can fixate this disk later with 
the 'Fixate Dialog'." )

To me, it has no meaning, but then I'm thinking in HTML.
