[kde-doc-english]new version of XML plugin for Kate

Hi,

please download and test the new version of my XML plugin for Kate:

The plugin now offers a real completion popup, which should make entering 
XML significantly faster and easier. I tested it with KDE_3_0_BRANCH, I'm 
not sure if it works with the latest HEAD.

Please give me feedback, also about the build process (./configure etc., I 
only got it working by trial and error).
