No, there was another issue. I have pushed a fix for that now but it will
require a new pipeline i'm afraid.

Python 3.11 has now been installed, along with the dependencies of the
Notary Service.

I have also installed Rosetta as apparently we have amd64 binaries being
built of update-mime-database that are used in the arm64 pipeline on macOS.
This is not ideal and needs to be fixed.

I've also made changes to the Craft configuration used on macOS to ensure
we locally cache Craft build artifacts which will hopefully speed up builds
a bit.

Sidenote: macOS packaging with Craft still outputs way too much log output
(huge chunk of this is not useful to be printed to the console) and we have
a significant number of builds not cleared for signing, which means the
binaries aren't usable on end user systems - which raises the question of
why we are doing them??
