There were a bunch of updates brought in so chances are one of them is
responsible.

As part of the Windows CI rebuild I prepared a completely new "golden
master" base image.
During installation, the United States was not chosen as the home country
of the image, so that will be why.

Guess it is probably a good thing, as much as it is painful that things
break...
