That's because kdevelop pulls in kate 25.12.1 which does not yet contain the 
fix needed to built kate against gpgme 2. This will be fixed automatically with 
the 25.12.2 release (and the corresponding version bump in craft). We could 
backport a patch to craft but I lack the motivation for adding a patch which 
will be obsolete in 2 weeks. Feel free to disable the Windows builds 
temporarily.

Looks like Laurent thought that it would be clever to enable warnings-as-
errors without making sure that the build doesn't fail.
