I've already commented on this last week. tl'dr: ark needs to stop requesting
clang15.

Yes, our old certificate expired and Ben is currently struggling with setting
up our new hardware-based code signing certificate. I'm not sure if there's a
good interim solution. We could completely comment out the Windows craft job
in the GitLab template. Temporarily disabling signing doesn't sound like a
good idea because we sign those artifacts for good reasons.
