The issue in question has been corrected and related to the underlying
Windows image.

It wasn't caused by wincredman, but rather by Craft building a dependency
which resulted in it taking over the Z:/ mountpoint during the image build.
This made it unavailable for the host mount and caused all CI jobs for
Windows to fail.
Changes have now been made to the Craft config (thanks go to Julius) to
prevent that happening again.
