KDE Gear projects with failing CI (master) (2 July 2024)

Probably related to changes in Breeze to use RCC/QRC instead of installing
icons on disk?

Both of these are caused by their respective Flatpak jobs depending on
libplasma master, which depends in turn on Frameworks master that is not
available in the Flatpak environment as Frameworks comes from the SDK.

Two questions here:
1) Can we use latest stable libplasma instead?
2) Does it make more sense to not have libplasma around given that Plasma
Applets don't make any sense at all in a Flatpak given that the Plasma
desktop cannot make use of them?
