Moving Spectacle to the Plasma release schedule

For when you do it make sure to send an email to distributions at kde.org 
so that distros know.

1. So they know it's happening

2. So they can get epochs or replaces in place as 24 > 6 when it comes 
to version upgrade/downgrade logistics of packages.
