New project announce/incubation request: Kandalf

Hi Loren,

For this part, I have opened a KDE review checklist on that repository here: 
https://invent.kde.org/lorendb/kandalf/-/issues/1 . I imagine you already know 
what this is, but in case you don't it's the minimum required stuff for 
projects that want to be a KDE project. Working CI, Bugzilla product and 
assignee, that kind of stuff 🙂
