Request to bump QT_MIN_VERSION to 5.15.2 for whole Plasma

that doesn't unreasonable, but konsole isn't released as part of Plasma (it 
gets released with KDE Gear) and if it's actually about Plasma this request 
should probably go to plasma-devel at kde.org
