Moving Kile to KDE Gear

Hello folks,

I landed some patches for Kile recently and noticed that it hasn't had 
any releases in a while, and development activity is a bit low. Given 
that it seems to be community-maintained at the moment, I'd like to 
propose that it be added to KDE Gear so that it can at least have 
regular automatic releases. This might also encourage more contribution 
in the future.
