Notification of CI System Partial Unmaintainability

Hi all,

The following is notice that CI services for Plasma are at this point in
time unmaintainable due to an unannounced change in dependencies of
KHelpCenter.

This change was merged in
https://invent.kde.org/system/khelpcenter/-/merge_requests/3

As a consequence, no changes to the setup of the CI system may be performed
until this error has been corrected.
