Die Lizenzfrage bei den Icon-Themes und anderen grafischen Objekten ist 
leider nicht eindeutig zu klären (wer mehr wissen will sollte im 
Mailing-List Archiv von kde-artists at kde.org stöbern).

Mit KDE 3.1 wird es zum ersten Mal eine richtige Lizenz geben. Hier ist 
Entwurf Nr. 5 dieser Lizenz. Er wurde gestern auf kde-artists gepostet:

KDE vector icons is a special kind of software library, it is an
artwork library, it's elements can be used in a Graphical User 
Interface, or
GUI.
Source code, for this library means:
 - for vectors svg;
 - for pixels, if applicable, the multi-layered formats xcf or psd, or
otherwise png.
The LGPL in some sections obliges you to make the files carry notices. 
With
images this is in some cases impossible or hardly usefull. In this 
library, the
vector elements carry short notices, the pixel elements do not; a longer 
notice
is placed at a prominent place in the directory containing the elements. 
You may
follow this practice.
The exception in section 6 of the GNU Lesser General Public License 
covers
the use of elements of this art library in a GUI.

Wie ihr sehen könnt, wir das neue Crystal Icon Theme unter einer 
LGPL-Lizenz veröffentlicht. Damit dürfen die Icons aus diesem Theme 
also auch von Nicht-Open-Source Programmen verwendet werden.

Für die älteren Icon Themes gilt im Prinzip das Gleiche (zumindest habe 
ich das aus den Lizenzdiskussionen auf kde-artists so herausgehört). 
Allerdings fehlt diesen Icon Themes halt leider eine explizite Lizenz.
