Building KDE apps for cygwin

I managed to get KDE3.4 running on Cygwin last night, my main reason for
doing this is that I would like to build the music application
"noteedit-2.8.0" for Windows. Everything works fine in the .configure
until it trys to link the kdelib files and then I get the following
error:

checking for KDE... libraries /opt/kde3.4/lib, headers
/opt/kde3.4/include
checking if UIC has KDE plugins available... no
configure: error: you need to install kdelibs first.
----------

I assumed that I had done this when I ran "tar -C / -xjf
kdelibs-3.4.1-0.tar.bz2". Any idea how I can make the KDE plugins
available to UIC? Do you have another development library that I need?
