i18n issue

Hello,

I have followed what is writen in 
http://webdev.cegit.de/snapshots/kde-cygwin/kde/kde3.4/README

I can't see any character in any KDE program, I see little squares.
I think it can be a bad i18n configuration, but I have the same problem 
in kpersonalize so ...

I join you a screenshot of squares and the logs of cygwin window.
