QT 4.0.0 gpl for windows available

Hi,
set QMAKESPEC=win32-g++
That sounds good, but I don't have the correct compiler,
I look on google and having visualC++, it would be then set 
QMAKESPEC=win32-msvc
but in that case, as before nothing happen when I run configure command.
Bad command or VC++ option is not available ?
