Problems starting KDE

I am having problems starting KDE. I have just installed all the latest
versions of cygwin and kde-cygwin. 

The messages that I am getting is 

WARNING: Problem deleting stale lockfile
/cygdrive/h/.kde/share/config/kconf_upd
aterc.lock
WARNING: Problem deleting stale lockfile
/cygdrive/h/.kde/share/config/kconf_upd
aterc.lock

This is a full out loop. If I erase the file by hand which I can it gets
recreated.

Any idea as to what is going on.
