problems installing kdevelop 3.2.2 on cygwin-kde-3.4

I can't seem to get kdevelop to configure right. When I run ./configure,
I run into an error that says it can't find the library qt-mt but I do
have QT 3.3 on the machine. When looking through the config.log, it says
that can find -lqt-mt. is there something else I can do?
