compiling tuxcards

After some investigation I've found out why tuxcards crashes on start.
First tuxcards.pro is wrong. The line
"CONFIG =  qt warn_on release #debug #release  #staticlib"
has to be
"CONFIG +=  qt warn_on release #debug #release  #staticlib"
otherwise our settings in %QTDIR%\.qtwinconfig and
<QTDIR>\mkspecs\win32-xxxx\qmake.conf are overwritten.

But this wouldn't solve the crash because in our .qtwinconfig 'rtti' and
'exceptions' were not added to the config line. I've fixed this, but had
no time to test tuxcards without our modifications.
