I've successfully compiled tuxcards 1.2 with qt3/free without using
cygwin. So you don't need cygwin for this :)
There were small modifications needed and I've sent them to the
developer of tuxcards.
I hope that I can send him a binary build this weekend, but you could
try compile it by your own.
