QPL licensing

Hi,

before doing these changes, could you please check, if the original _x11 
files, which i created the _win files from also have the QPL license in 
them ?

if they don´t have them, i don´t think you can add the QPL to the files. if 
they were only under GPL, adding the QPL would be the same as adding for 
example the QT commercial license.

the original _x11 files are still in cvs in the qt-2 repository.
