QPL licensing

Are all current copyright holders for Qt-win32 happy to re-add the clause
allowing use of Qt-win32 under the QPL license. The exact text is as
follows:

** This file may be distributed under the terms of the Q Public License
** as defined by Trolltech AS of Norway and appearing in the file
** LICENSE.QPL included in the packaging of this file.

This would allow Qt-win32 to be used with other open source but non-GPL
compatible licenses.
