Can't compile KDE app

Hi all,
I've just tried to compile the kdbg (KDE Debugger). But the make
complaints about missing mcopidl, which is in turn part of the
libarts1-dev package. How can I get a _compiled_ version of libarts1-dev
(because I want to compile other packages)? libarts1-dev depends on other
packages which aren't included in the standard KDE Cygwin distribution.
