ld: cannot find -lutil

While trying to compile an application, I get the message, "ld: cannot find
-lutil."  Ralf suggested I fix a similar problem "ld cannot find -ldl" by
linking ln -s libcygwin.a /usr/lib/lidl.a  Is there a similar fix for
-lutil?
