KDE 3.1.4 cygwin/xfree release available

Hi Ralf,

I've been a stranger to kde-cygwin for a while but I needed a good IDE for
GCC on Windows the other day and I tried your port of KDevelop 3 with KDE
3.1.4 under X running in -multiwindow mode and it worked really well. Well
done! The program eventually locked up but I will find out why and make a
patch if I have time (something in short supply at the moment!)
