Just bypassing with symlinking artsc-config to true worked.
It got me farther, but still no cigar.
I now get:
libtool: link: cannot find the library '/usr/lib/libpcreposix.la'
I could not find any *pcre* lib on my machine :(
Am I missing some package?
Oh, and I am trying to compile kprof (not vprof).
