You like to compile a KDE app for KDE-cygwin using a cygwin crosscompiler under
Debian ?

If so, I assume you will need a windows machine with cygwin to test this
application - why not installing the kde and kde-devel package on this machine
and coping to the debian machine.

Otherwise, I fear are this packages not what you wan't. If you like to compile a
KDE-app running on debian/linux, you should get KDE source packages from
http://www.kde.org
