KDE 3.1 - QT 3.1

I have found your mail at the kde-cygwin maillist and I thought that maybe
you would be able to help me.
I was trying to compile QT 3.1 in order to compile KDE 3.1 for cygwin.
But, while a configure was running I got an error message:

/usr/local/qt/src/tools/gglobal.cpp:177:24  qt_windows.h: no such file or
ditrectory

Where can I found this header file ?
I didn't find it in the QT 3.1 source files I downloaded from
http://www.trolltech.com/download/qt/x11.html

I will appreciate if you help me.
