Kdevelop error

Hello everyone,
                    I do nto know whether I am in the right place to send sucha  query. I am sorry if this is not the mailing list where I have to send such queries. 
I have installed KDE on CYGWIN. I have also installed the optional packages of KDEVELOP. But when I would want to create a new KDE SDI/MDI it gives me a "User Documentation" error that sgml2html and ksgml2html do not exist - KDevelop!!!
What am I missing?
