[Q] Latest cygwin and KDevelop

I had this problem.  I believe you need to install the cygwin "gettext dev
package" but I may be wrong.  I have notes at home.

Only problem is, once you do get it up, you'll find that KDEV won't work
with the version of M4.  This is a problem with this version of kdev, and
you have to compile the latest version.  Something I have been unable to do
under cygwin
