New KDE-cygwin 3.1.1 Beta 1 release

It seems that some internal optimations had took place. At least two major
things I have recogniced:

1. kdecore uses an own memory management library (the same the cygwin dll uses
but integrated into kdecore).
2. The theme stuff and may be other stuff inlines the used pixmaps in the code
and had not to load them from a file every time.
