Shutdown of Reviewboard

Hi all,

As part of preparing to move to Gitlab and as general infrastructure
maintenance, Sysadmin has been assessing the task of shutting down and
archiving Reviewboard.

Despite several different approaches to the problem, we've found that
it is impossible to statically archive Reviewboard due to it's
reliance on dynamically loading components of the page (including for
rather critical parts, such as the diffs and associated comments)

Given the community transitioned to doing reviews on Phabricator from
January 2017, and it is now November 2019 (nearly 3 years later) we
expect the value of the information in Reviewboard to be very low now
- and most activity we see on it is just spiders performing indexing.

We'll therefore be proceeding with shutting down Reviewboard this
weekend, and archiving it within Sysadmin's long term archival storage
(so nothing will be lost for eternity, it will just be rendered
publically inaccessible and be something we don't have to maintain
continued operation of)

Should anyone have anything they wish to retrieve from Reviewboard, we
recommend they do so in the next 24 hours.
