This Wednesday July 24, 2013 at 23:59 UTC, is the time for 4.11 RC2 Tagging

If you have to update program version numbers, library abi numbers, bugzilla 
program version numbers or stuff like that, please do it as soon as possible.

The internal version number will be 4.10.97

If you have any reason of why we should not release RC2 please contact the 
release-team as soon as possible.
