This Wednesday July 10, 2013 at 23:59 UTC, is the time for 4.11 RC1 Tagging

If you have to update program version numbers, library abi numbers, bugzilla 
program version numbers or stuff like that, please do it as soon as possible.

The internal version number will be 4.10.95
