KDE Review for Dragon Media Backend

This is the formal request for a KDE Review* of Dragon Media Backend.

Per the instructions, I haven't checked anything off, but I think they're
mostly done or not-applicable to a library. I did create a work item for
the metainfo.xml and opened a ticket for the Bugzilla product. The
only thing I'm not sure of is the next step for the Neon build.
