QRtfReader: request for review

Hi,

I have imported `rtf-qt` library from Calligra and adapted it to be
standalone Qt6 library.

Repository has been moved to shared namespace ('libraries').

This library can be used in |Calligra| for RTF importing and in
|KFileMetadata| for reading metadata and text content of RTF documents.
