Stable branches, including frameworks for Kubuntu LTS

Translations can also have bugs.

But given the KDE Plasma and KDE Gear branches that you folks plan to support 
are also not transaltion enabled I guess we can live without translators being 
able to fix bugs and if there is a big translation bug it can always fix it 
manually if really needed.
