I seem to be missing some of the beginning of this email chain, but it
has always been the case that we can SRU (Stable Release Update) point
releases that contain only bugfixes.
We have demonstrably done this for Plasma for example, updating that in
the 24.04 LTS all the way up to the final 5.27.12 [1]. In fact for 26.04
I am currently preparing the Plasma 6.6.5 point release that came out
yesterday for SRU to the main archive [2]. And we do other SRUs when
required on a case by case basis,
Likewise, if we can now have important extra point releases for fixes in
other main KDE components, then that can be also be done. Clearly as
Ubuntu is quite strict on updates in terms of verification and
paperwork, this will require some time and effort invested.
