Moving pumoku to Review

And the KDE Review issue is

But I don't see how I (and likely everybody else except Anders) can edit this 
issue to tick off some of the checkboxes. I guess you, Anders, will have to 
change the permissions of this project.

Since the first point of the check list ("If from outside KDE, has completed 
the Incubator process") doesn't apply I would remove it from the check list. 
Or strike it out with comment "doesn't apply" and check the box.

I think it will help reviewers if you comment yourself which points you think 
are fulfilled so that reviewers don't have to figure it out themselves. That's 
particularly helpful if you know that some item is still open so that 
reviewers don't waste their time. For example, if you don't plan to create 
packages for Snap, AppImage and/or Windows for now then I'd strike those out.
