KDE Review: Plasma Setup

Apparently plasma-setup went through kde review a long time ago, but it
went inactive and has since had a lot of development -- so it was thought
to do so again to ensure everything is in good order.

Plasma Setup is KDE's new Out-of-the-box (OOTB) / First-Run setup wizard
that greets a user after system installation or when starting up a new
computer. Guides the user in creating the system's first user account and
configuring initial settings.
