It is - and NetAccess is actually just used to save the report (locally)
DrKonqi makes use of KXmlRpc::Client which itself creates a KXmlRpc::Query which then finally creates a transfer job.
So unless there's a way to globally deactivate cookies (process, not job), KIO metadata is pretty much out of reach :-(
