KDE Review: Move kqtquickcharts to KDE Edu

Hi everyone,

The two weeks of the review period are almost over. Has anyone still 
objections / suggestions? Otherwise I will proceed further after the deadline 
has passed so the artikulate release with 4.13 may actually happen.
