Pre-merge CI for Gerrit

A heads-up -- I've now turned on the CI for Gerrit changes agains 
plasma-framework. The KIO can be covered as well when two patches which fix 
two test failures are merged.

More details are in my mail to kde-frameworks-devel [1].

I think that this is a right time to take a look how the system works and 
send comments or feature requests.
